I'm going to say this again....African hair is African hair. Just because your American, doesn't make your hair different from all other ***** hair. They have different gene and that's what probably gives them that advantage. Hair takes time to grow. Especially African hair. Just be patient and care for your hair in the best way possible...Regular hot oil treatments are good. Clipping the ends every 6wks. Condition condition condition. Use herbal products for your hair. Tea tree oil, lavender oil, rosemary oil. Even hemp oil and shampoo/Conditioner. Less blow drying. Braid, plait or twist the hair whether wet or dry. Massage the scalp regularly. Eat well. Drink lots of water. Take Multi-vitamins. And most of all...Just be patient. If you can't wait, then just add hair extensions.

if your hair is at shoulder length then your "lack of growth" is probably your lack of retaining growth. At that length the ends of your hair rub against alot of things, such as your clothes and scarfs in the winter, causing it to break and seemingly not grow. Try to wear protective styles that keep your hair from rubbing against things.
